I always found that watchtowers are only really usable when built in a defending city - but then it's also really useful. I usually try to focus on one front at a time, so when playing on hard it is vital to have all your enemy-borders protected (for example by capturing/establishing a forward city)...

Actually, there is a small detail which is not entirely correct.. The population in a city CAN grow even without any unassigned workers, it's just much slower and takes much more time.

It's also useful for the city/cities that are specialized in troop production, since there will usually be 1-2 building slots left free even after you built a small fort, barracks, and a bath (for population increase). This way you can get a small resource bonus without having to spend workers on it...

The storage number does not indicate how much you *have* in storage, but how much you *can* have in total of any resource.
