dont remember, one of the tutorial maps. What about the aircraft cannot land if a ground unit occupies the airfield? Anyone else have an idea?

I am trying to land some aircraft on one of my carriers. I keep getting this message, aircraft cannot land if a ground unit occupies the airfield. the carrier has open slots to land so what am i doing wrong?
