Just wanted to add my post here. Also posted in SWE forums. Couldn't get USA (on manual) to produce any units or complete any research. Please see post in SWE forum.

I just finished playing SWE with GB, France, and USA as manual all all others AI. USA lost all of their units (two) except the fleet and after that no matter how much money was spent on units or research nothing ever happened. They ended up with a victory score of 65 or some such.
