It is natural for it to close screens.

Or at least it should show menu, now it just do nothing, which should never be the case.

"Next action" (spacebar) is not intuitive, I was afraid to press it, because it can end turn. It can be left as it is, just add Esc to close menu.

Add select previous/next city hotkey, same as for units.

Add center on the selected unit hotkey, same as tapping its bottom left icon.

Add mute hotkey and/or mute on minimizing.
