After trial and error I got it to finally work, and I love the Mod, going through the exe to start it was the way I got it to work

so I tried to Rename PanzerCorps Steam.exe File in the 1.32 RAR File to PanzerCorps.exe but I got a message saying there was a file already by that name or was that not was I supposed to do?
