In the editor - Shift+Click on the unit, then a tab will open where you can modify various different values for this particular unit.

If I check it in the Editor, it seems to be perfectly alright.
For the Persia Scenario, for example, there are more than 40 deployment hexes for ground units...

Does anyone know the reason why they don't show up in the Scenario?
