Okay well thanks for the help answering my question, maybe an in game descriptor or something might help? I mean its a good game...just a little...confusing sometimes.

So I would just produce the units as usual and they automatically transfer to the nation that offered the deal?

I guess I'm just missing something if its obvious sorry
