I resolved the issue.
When using LibreOffice I had to set the "Seperator Options" to only Semicolon.

In the SETUP_FACTIONS.CSV any changes I make will result in me not being able to chose any faction.
For example, on ROW 58 COL L, I change the "GlobalProdAmount[0]" from 10 to 20 and start up ...
