Hello. 2 things that i think dont work as intented.
1. There is no legacy gain reduction by "Raiders" trait any longer (decrease by -10%). for example Picts et Caledonii.
2. CL2 nations (Tribal chiefdoms) can still raid even without having the "Raiders" trait or a faction leader with the "Savage ...
