Yep I did this and made Ptolemaic Egypt a Client State of Rhodes (on accident-wanted it the other way around). Almost did it again later...but caught myself haha.
Lots of other folks told me they have done the same too...I think the wording is the prompt.

Ah thank-you for confirming what I just figured out yesterday. All the tool tips are golden here and I found to have gotten more answers with them then with the manual. Again big thanks. Manpower and Metal cap should be raised by your Military Expertise AFAIK, but its rarely relevant in single play...
