I play wermaht campaign on manstain difficulty, can I USE SUPER RUDEL on sea lion 40 mission ? and how ?

No Rudel is a gifted hero in the GC39-45 DLCs.
This is a mod to go from SeaLion [DLC] > GC43E [DLC]
'Recon Rudel' is gifted in GC39, and upgraded in GC41.

Your GC40 army can be loaded ...

The appearance of Super Rudel is working as intended. (just download the patch from the first post of this thread). I also hope this will be included in a future patch of the game.
