Okay doing that not only allowed CMD to run it... it allowed it to run without errors.

Not sure about CTDs during gameplay yet but I got music and visuals.

The mod should have 130 folders, 12,873 files, and be 359MB.

Mine is 351 MB, contains 12,848files, with 132 folders.

How can this be possible?
