There is anyway plenty of time for maneuvering and flanking the opponent's army, while casualties can easily arrive to a percentage of 40 or 45. They are not an asset that has to be built in every single province but regards the nation in his entirety (its a sort of abstractions), which means that you have to build them only once. The same is for academies, temples and sanctuaries. Only fleets and fortifications pertains to single provinces...
