Is it possible for Carthage to launch an attack from Bastetania to Edetania, even if Bastetania is currently being attacked? If yes, Carthage will commence the attack.

I've played several battles against the AI set on 14 turns and they fared well. There is anyway plenty of time for maneuvering and flanking the opponent's army, while casualties can easily arrive to a percentage of 40 or 45. My battle for Sardinia calls for a match of my Carthaginean forces (235-146) with the Italian Hill tribes (490-275). Since the time frames don't overlap, it isn't possible to create this setup. How should we handle this?

They are not an asset that has to be built in every single province but regards the nation in his entirety (its a sort of abstractions), which means that you have to build them only once. The same is for academies, temples and sanctuaries. Only fleets and fortifications pertains to single provinces...
