Is Panzer Corps 2 able to be played successfully on any of the Microsoft Surface tablets or laptops?

Good morning, Is there a library, or other resource, inside the game that provides details on each of the units? I realize I can jump over to google to learn details about the units, but I wondered if there is a resource within the game. Thanks! And, a BIG thanks to Slitherine for releasing this gam...
