Problem solved. The obstacle seems to have been a local program my computer runs called ZoneAlarm. Upon disabling it, I was able to purchase GBoR. FYI, I have been able to make purchases from other sites such as Amazon and Netflix while ZoneAlarm was enabled.

I'm a huge fan of Spartan and GOT. The variety of city-states you can play gives both games deep re-playability. As for the Romans, their dominance makes that era less interesting to me.

Take a city worth taking, like Rhodes. Build a light infantry barracks and a skirmisher barracks. When Persian ships appear, deploy light infantry and skirmishers in ships to attack the Persians at sea.
