As determined by a thread over at the steam forums (https://steamcommunity.com/app/268400/discussions/0/1735462352498260591/?ctp=5), it appears KB4100347 windows update (Windows 10 64 bit) is the culprit. Not sure exactly why. All I can say is I uninstalled it and the game is smooth like it ...
