what about cavalry? they can't make heavy cavalry?

I really wana build a city wall but it doesnt seem to appear in the bulid options, i have tried upgrading up to large fort and afterwards no word of city wall appears. i even tried it on the max brick lvl cities but same thing again no city wall. i play the grand campaign using the lacedaemonions...
