Sorry .. fixed it. It was a steam issue, I found the fix on the Steam forums. I downloaded the file vcruntime140_1.dll and put it in steamapps folder then panzercorps2 … in my case K:\GAMES\steamapps\common\Panzer Corps 2\PanzerCorps2\Binaries\Win64 then I just re-started the PC to get the steam ins...
