Dunkirk Scenario

I am unable to WIN this scenario (Dunkirk) Blitzkrieg module. I have conquered Dunkirk, won all secondary quests, sunk all but 2 transports, sunk about 12 and it says DEFEAT, "A large portion of British troops made it back to England". So my question is, what must be done to have Victory??...

The BONUS from Heroes ???

When a unit receives a Hero, and lets say he is a +2 Attack. Does that attack bonus apply to all units that can be attacked or only one type, ie men or armor or aircraft etc. ?
