On the other hand, I tend to think that the Allied conquest of Belgium shouldn't prevent the Axis from getting their Blitzkrieg bonus when Brussels falls.

Morris must be skipping General techs, apart from one lab. Can't really expected him getting so high tech without. He still has starting levels of organization for everyone? (Although since it's only mid '42 that might be the case even w/o skipping general labs.)

You shouldn´t be so hasty. Take a look at it again, Severe winter struck with perfect timing for Morris, he had almost made contact on every front.
