Would this issue be fixed in the next update?

This may be due to winter restricting movement a bit, especially for wheeled transport.
Note that most light AA has very generous movement allowance even without transport.
It is usually not worth it to pay the cost in resources and command points to add transport to these units.

I upgraded transportation(Horse Transport) for a 37 PstK/36, but it can only move 2 tiles in one turn, same as before upgrade.
