You were correct, need to be in Germany. They are taken off the map and put into Deploy pool for until next turn. Thanks

I am trying to create Elite German units but the Elite Button doesn't highlight. I have units by themselves in 41 and 42, not moved, and supply 4 or greater with plenty of pp. Playing GS 4
Anything that I am missing?
