The GBC requires the Nintendo logo to be on the ROM to work. Unless Nintendo give you permission to use the logo its illegal. Nintendo do not give anyone permission to use their logo. Any ROM not made by Nintendo is illegal. That's just how it is :) I dont know about ROM images as the GBC programme...
