Just try a new game. Play on the hardest level and you earn more money so you can recruit better soldiers. Try to pick anti elephant training. After that it's pretty easy to beat elephant.

It's also possible that you are very rich. In the beginning you will get an alert when your silver is below 100. It will take a few turns to get back on track, Of course you know that.
But if you have got like 50 city's and millions of silver and you get below 10.000 you will get the alet as well.

If you don't have money, just train them. Takes a little bit of time to build training grounds, but it's far more effective and cheaper to recplace Elites...
