I have purchased the game, but in the game menu, I dont see how to set up a challange here...would love any help or suggestions on how to do this..thanks

I am unable to find the challange tabs or a way to challange for a game. I need the basic way to do, I am a bit dense on this one, so detailed instructions would be great. am I challanging from the game itself or from the web site. I cant find the tabs in either location..thanks for the help

I am playing the game and cannot do anything with the german states, I cannot move through them if they are allies and I cannot declare war on them to gain their land and resources..do they ever activate as allies or how do you attack them? thanks
