IR Lasers are quite powerful, but certainly not OP. Once you encounter an enemy with active armor you'll know why.

How do you switch to other races' ships? When I start the designer like this I only get the Sharatar ships.

To repair ships move them to a planet which has an orbital shipyard. Your ships will be automatically repaired if the planet is not building anything.

Not entirely sure here, but I've got the impression that mineral resources on planets are not endless. The amount you are mining seems to be slowly decreasing over time.
