Well, figured out the first problem. I apparently have a "High Guard" unit in my army, which has a "Garrison" trait (meaning, I assume, it's a militia unit that won't leave it's home province). Since the tutorial won't let me dismiss that unit, and since there doesn't seem to be ...

This is really annoying. I get how it happened, but it speaks to shoddy UI design. Really ruins the immersion of the experience.
