I did but only the steam community tab+shift works. Do I have to link it to the steam?

Steam Client Not Running During Start Up

Hello,I keep getting this message "There's been a problem while attempting to start Buzz Aldrin's Space Program Manager. Please make sure that the Steam Client is running and restart the game." Is there any way that I can still fix it or ignore the message?
