My Polaris Sector just updated to 1.06e. Can't find anything here or on Steam, didn't check the Russian forums because, well, I don't speak Russian.
Anyone know where I can find a change list?

Your analysis is spot on. However.. there are a couple counter-points I feel you have overlooked:

The forum has been pretty quiet lately.
Is development still being done? I really enjoy the game as it is and am still figuring out little strategies / tips, but ufnv hinted at more to come.

It is? I bought from Slitherine, ran the updater a few minutes ago and saw "You already have the most recent version of Polaris Sector installed on your system."

I would really like to see developers state a list of all rules that the AI does not need to follow. I'm not talking about production/research/money bonuses, because we tend to expect that. I'm talking about whole game systems that AI is sometimes coded to just outright ignore.

Tankers really are seriously hindered if they cannot extend the range of a fleet. Tankers travelling with a fleet in being should be able to keep those ships flying. You still will in general sacrifice fleet speed for range. Right now I rarely use them
