It may be be a coincidence, either way though, it is still slow. Ive tried window mode, lower resolution and graphic settings, and just about every option in settings. I am not sure if running it on windows 10 would help.

No idea why. I added those to the command line and have the AI Animation speed set two notches slower than full. Sometimes the AI only takes 5 seconds, other times 2-3 minutes.
Before doing this, I could go to the bathroom, go outside to have a smoke, come back in and still be waiting.

The AI takes quite a while to take its turn. I only play single player campaign and the game is fully updated. Thanks. I figure it out. I was trying to make changes on the units.csv in the wrong folder. I didnt realize there were 2 folders that file was in. (../Content/Data and ../Resources/Data)

Thanks for the response.
I wanted my changes to affect all scenarios, and to use them that way permanently. I only play single player campaign mode.
I have no problem with it not working in multi-player and I have backups of all files I edit.
