Panzer Corps runs fine but I can't play Grand Campaign, why??

- I check the "Classified" folder in the bottom right of the Campaign/Scenario menu

- I check (for example) Grand Campaign '39

- Difficulty

and... " Cannot start game because the required content package is missing ...
