I was not too ambitious, I just wanted to give the AI some advantage, eg 1000 pp or a strong manpower pool.
This was easy to do with the guides on this site!

I have certainly noticed that in the 1943 and 1944 scenarios there tends to be a huge wave of air strikes from the endless TAC units in the first couple of turns. This then settles down as nobody can afford to rebuild all those TAC's back to full strength for the rest of the game. It certainly begs ...

The problem was that there are two files with the same name in the "Scenario" folder: One (the wrong one) with ".data" ending, the other (the good one) with".scn" ending. Perhaps add that clarification to the guidelines!

Notepad and Notepad++ yielded odd symbols plus recognizable words at the bottom of the file where the guide says the country data should be:
HxD yielded columns of hexadecimal, but nothing resembling the numbers in the guide.
I will try Ultraedit and confirm.

I have tried to edit the scenario file for GS3.10, but i can't see the numbers listed in the guide: I only get gibberish.
I have tried with Notepad, Notepad++ and HxD.
Is there some setting that I am missing?

As an interesting follow-up, playing as the Allies against the AI, I DOW'd a lot of countries so they would become Axis allies, to help the AI. I agree that it doesn't affect game play: The German unit can't go anywhere, and is not likely to take Leningrad any time soon.

IMHO, a DOW on Sweden is way more trouble than it is worth. The Axis already get half the resources, so you fight a very strong army in tough terrain for low extra production in a non-strategic part of the map.
