Are you sure, that you clicked the reserve list button?
It's the round button with an downward arrow in the unit box.
Clicking that button shows your reserve and choosing a unit out of that list will let you deploy that unit.

Playing without running steam works for me too. No lag so far if i start the game directly from panzercorps.exe.
