Planes and Troops won't move

I'm currently playing the Allies on the map following Pearl harbor and almost every turn now some of my units do not respond to movement orders. The units haven't performed any actions and highlighted hexes appear showing their capability but no movement occurs. This only seems to affect Air and Lan...
