Inexplicable Rostov Defeat

For some reason, the game doesn't seem to recognize that the entirety of Rostov is in Soviet hands and there isn't a German unit in sight, so it's basically stalled out my campaign by declaring that I've lost. I even removed the mines to see if that was causing the issue, but it didn't change anything. Any assistance?

The answer is indeed in that thread and it has to do with this hex ownership situation:
