With a non Roman faction- I'm playing Carthage- it's super hard to take big cities like Syracuse...or Numidian capitol Certa!
Sieges can take forever it seems...is there any way to speed that, for example building siege engines but I didn't see any mention of them...

As far as I understand the manual the more units with the besieger trait (usually regular infantry), plus a good leader (or at least any leader) and a blockaded port all help. There is a chance element as well though (with a d10 being rolled and modifiers added/subtracted) so you could get unlucky.

Syracuse is about the toughest city to take in the game initially (as it was historically) . It has a port that has exist in two different sea regions so Carthage needs to blockade both. As Ledo says besieger infantry and a General with a siege bonus should do the job fine.

Ok...but what's "besieger infantry" ? Any Inf will do ? Elephants can help ? But I think it'll be cool and historical to be able to build siege engines in addition.

For most countries, you need medium infantry to do sieges. Rome's heavies have a siege value, and everyone's heavy infantry gains siege value when it gets reformed, but that can take a while.
BTW, Rhodes is even harder than Syracuse. I have no idea how you take Rhodes without Roman units.

They'll have the besieged ability which looks like a siege tower on their unit card. Hold ctrl while mousing over the unit for more details.

The two units Carthage has in the beginning with siege value are phoenician foot and mercenary warbands.
