Can a wonder be built by any nation?

Or is it consistent with the true ancient history?

You must be able to build tier III of the actual type (so have, for eg, at least 6 commerce buildings) and be in civ level III yourself. In the end the building will appear in the queue ... you may have to shuffle quite a lot

some produce a message - the workshop is one (I ended up giving Archimedes a nice place to live near modern Rostov in my Sarmatian test), others I think you will just find in the build queues. So once you unlock tier III its always a good idea to check out the full list of what is possibly available.

Another question: how can we fail to build?

it is if the nation changes its mind?
(eg being conquered by another nation that cancels this?)

or

it is according to a number of turn defines?
for example after 200 turns?
