Potential Bug

as you can see marked unit is able to move 90 degrees into the rough ground, then 45 degrees into the open ground and then forward into the open ground , totaling 3 hexes or squares
as you can see, i CANNOT move to the square where the red marker is
i am not sure if this is a bug but its worthy of questioning

note: it has nothing to do with group command move

edit: after thinking for a while this must be a bug, because when i move to the rough ground 90 degrees i have 2 AP. but when i click on the hex in the screenshot, i teleport there, running over the un accessible hex which comes before it

The movement in the game does not work like you expect it, to my understanding anyway. I think this is some more or less deliberate design decision or effect of transferring rules from tabletop.

What I mean specifically when you move a unit, a turn is only counted as the difference between initial facing and the facing at the end. This has some weird effects like what you describe here, but also it's very noticeable with light units if you want to get to a very specific hex with a very specific facing and you just can't do it even though logically speaking it should be possible. I'm sure you must have noticed that if you play the game long enough, so you must know what I'm taking about.

This issue with unit passing hex it cannot travel too is caused by the same characteristic of the system. So, yeah, working as designed I believe.
