Question about pursuit in the JAP phase.

Here is the scenario. I charge an enemy battlegroup. I then break said battlegroup in the melee phase. My pursuit roll is good enough to catch the fleeing battlegroup. I inflict a base loss. Now during the JAP phase he makes another flee roll. Now I'm supposed to make a CMT to see if I pursue. What I want to know is am I required to take this CMT roll and if so do I have to stop where I'm at if I want to keep pursuing or can I make a pursuit roll if I wish? My problems with being forced to stop are: One it makes no sense that if you want to pursue you have to stop because your too disciplined and that somehow makes your troops NOT do what you want them to; and Two if you break him on your turn, and he runs in the JAP phase while your forced to stop, it is now his turn and so you have no impact phase to catch him and so he gets to run once again during the next JAP phase which makes it impossible to catch him. Am I missing something here?
