My experience has been that I merely needed to "reinstall" DLC so that I could re-enter the game keys. (You did keep your receipts with the game keys, yes?) Then all campaigns became available again.

Note: If a problem indicated by a blank, black screen upon game start occurs, delete the contents of the C:\Users\Bruce\Documents\My Games\Order of Battle - Pacific\Settings folder and restart the game.
Each new DLC has coincided with the release of a major patch and I assume there will be a patch file to go along with
Kriegsmarine. The patch is not the DLC, however. It will allow people to look at
Kriegsmarine and maybe play the first scenario for free if things are done as they were in the recent past. It will also spread the changes to naval warfare backward to previous DLC, I believe.
Now, the devs will probably correct me in that I will not need the patch
and the
Kriegsmarine DLC file if I purchase it (which I will), that the DLC file will update the game, but I have done it this way in the past and I anticipate doing so again. We'll see what happens.
The one thing that I can be definite about is that you will not need to buy previous DLC again, if you kept your game keys.
