Missile units less effective at close range

I've noticed that the swedish salvo gets worse ranged damage the closer it gets which seems odd to me. Is this true and if so why? How would I mod this?

It doesn't get worse damage, but it gets the same damage as at long range. This is to model the unit saving up its shots for a pre-charge volley, which is included in their impact POA.

To mod it you would have to alter the scripts, but you would damage the balance between Salvo units and non-Salvo units. i.e. Salvo units would have the extra strength at impact but no compensatory weakness.
