Should Early Tercios be able to shoot all round ?
i.e. have the choice of which facing they fire from.

Yes. In fact they should be able to fire from two or three sides (maybe at reduced factors to the side or rear). If there are enemy to their rear presumably the rear shot (and those on the rear corners) would be facing those enemy.
Currently Early Tercios are ineffective against the later, shallower, formations. I know this is historically accurate, but from a gaming perspective it makes it difficult to win with them. Warlord and I have been playing a series of random army 30 years war skirmishes, and my Imperialist/Spanish forces seem to always come up against slightly more "modern" armies. I still enjoy the games but it is slightly frustrating to always be outnumbered in units and outshot.

I am sure it was historically too.

In FOGR tercios can shoot all round, but we made a design decision in P&S that this was not completely realistic, because a tercio would not be able to shoot all round while advancing. Hence we require it to turn to face to shoot, which effectively prevents this.

Is it possible to allow Tercios to shoot all round if they remain stationary ?

I m sure it is if you can figure out the coding. There appears to be relic code for left and right flank "salvoes", plus, the unit spreadsheet has a line for # of shots allowed.
( I was thinking a nice alternative for tercios could be one firing per "arc", per turn)

Not sure that this is the case. Edward Davis describes two methods to shoot from flanks while advancing in 1619, and another method to shoot to the rear while marching away from the enemy. If the English could figure it out then surely the Spanish could as well.

Very interesting.

I have no problem with tercios only shooting to the front while advancing. In that situation I would think any shooting to the flank or rear would be rather ineffective, especially if the formation was advancing at march speed. But a stationary tercio should fire off each flank. The later shallower formations would still be able to devastate it with fire if they could get several shooting at it.
This is based on my feelings for what appears logical, rather than any extensive research I have done.
