Is there a way to transfer excess production points from country to country?

No, there isn't. We played around with this feature in beta, but it was very hard to find a mechanism which was both historically realistic, not too complex, and which didn't unbalance the game, so we took it out.

Shame though I understand why.

In the games I've played it was likely to be Bulgaria shifting PP's to Germany - not very likely, historically
