AI units not moving

I have a couple of missions in which AI units do not seem to move correctly. I am wondering if they are getting stuck as they are very close to one another or if there may be another reason for it.
I add them via scripting, then a single move order with values 16 or 32 mostly (I guess this is done once not each turn). Strangely some of them do move, and others move after a few turns, like when traffic has cleared up. Any ideas on where I could be looking for?
