2.0 - first Axis game impressions

I have played some AI games but an now in the midst of my first PBEM game as Axis. Wanted to share some comments below to solicit feedback and see if others are in general agreement or maybe I am missing somethings (which is more likely).
Now in Summer 1942.
1 - USSR seems overpowered in this game. I atacked in 1941 as soon as weather was clear, but could not really inflict heavy losses because the Russians withdrew so far. SW came early in November and the couterattacks did a lot of damage. My impression is that USSR should not have as many early labs or should start with lower tech levels - or perhaps additional first turn restrictions.
2 - Why is air combat strength affected by mud weather?
3 - France lasted longer than expected (due to BEF ground assistance). On a good note, I inflicted many ground unit losses on the UK. So I decided to push the advantage with attack in Egypt. The DAK and Itais made good progress towards Alexandria with Greman support (2 ftr, 1 TAC, 1 ARM, 1 MECH, 1 LDR). But as I got close I was surprised to find the Russian air force in Cairo (bombers and TACs). IMO this should not be allowed as it is wildly ahistorical.
4 - Backed off to defensive in Africa in Winter 1942. Finally good weather comes to the east and Axis launch their Spring offensive. Again, surprised to now see Canadian and UK fighters in Ukraine giving the Allies air superiority in clear weather 1942! Again, this is ahistorical and would never have happened.
5 - Why does USSR get free guards upgrades where Germany needs to pay for SS units? IMO USSR should pay to get guards.
