Initiative sequencing

I received a +3 initiative hero on a tac bomber the other day...and have just realised how pointless he is 
My initiative is 2...my hero makes it 5...and then because I am bombing it becomes 0!
Surely the hero should get added on after the cap? I mean the hero should advise better avenues of attack, use the clouds and sun better to mask the approach shouldn't he?
Now I realise he would help vs fighters..but thats why I have fighters of my own.
