General in difficult terrain

Does a general with a unit of LF in a forest move at their speed or does the LF move at his speed?

It would make sense if commanders alone in difficult terrain moved at LF speed, as they are able to do so when with LF. Possibly not - they would still need to take their horse with them so they could remount once they got out of the difficult going. Well, if a commander moves with an LF BG at LF speed through difficult terrain, he is able to remount and ride off at LH speed in the open on the other side. So why not when he is on his own? But if he leaves the BG and retraces his steps through the terrain, he can't go as fast as he just went.
