What does the 'Splash' symbol represent when you bomb a City

When you bomb a city a little splash symbol with a number (like a small explosion) appears. What does it actually represent?

My understanding is that it represents damage to the resource. All resources have 10 points, and regenerate those points at a rate of 1 per turn. It doesn't matter if the resources is a big city or a minor resource hex; they all have 10 points.
If you lose 5 points, you lose 50% of the production of that hex. For example, if the city produces 8 PPs, and you would be down to 4PPs. Assuming no more attacks, you would be back up at full production in 5 turns.
Obviously, there are some fractional values in there, and they get rounded in the display on the UI. I think the game uses the fractional values, though.

Technically, speaking it's 10 steps, just like a full strength unit. So you can think of a city (if you wish) in the same way you view a 10-step undamaged unit.

Are RPs lost proportional to inflicted step damage or at specific 'break points' (e.g. 25%, 50%, etc)?
E.g. If a 5RP hex receives 2 steps of damage, is the RPs produced reduced -1?

Does anyone know if the AI suffers for the lack of PPs if the player is bombing its cities? From reading other threads it would appear the consensus is that the AI does not suffer from lack of oil the way we players do.

I haven't played against the AI is a long time but yes I believe it's constrained by PPs.

Am I correct in assuming that bomb damage cannot reduce the 10 'steps' of city/resource hex below 0?
Also, do any units present in a Strat-bombed hex ever suffer any damage, either via efficiency degredation or a SP loss?

Production/resource level never goes negative. Additionally at the end of one players turn, my experience has been that production for the city could be "zero", but in a pbem game, when the opponent opens the turn, the level could go back to "one".
Units in a strategically bombed hex do not suffer damage of any type.
