Why don't close-order warbands get the +1 heavy infantry CT modifier?

While searching the forum, I couldn't find the specific "real-life" reason why close-order warbands (average or superior) do not receive the +1 heavy infantry cohesion test (CT) modifier.
Is it because they're not considered formally drilled like say, Roman legionaries?
In the same way that non-warband heavy infantry of "Below-Average" or "Raw" quality (like late Roman limitanei, raw hoplites or raw shieldwalls) also do not have the +1 CT modifier?
I get the pursuing routed enemies part - I can imagine they would be reckless (for good or bad) when their blood is up.
