Allies Defiant - evacuation question

The map has the square boxes with a left hand arrow but I can't get any of my ships to leave. Tried all positions of the ships. What does it take to send those ships home?

Would be easier to help if you provide what scenario you are talking about. I do think Terminator above got the right one but one never knows.
